3M RHS EXEMPTION CHANGE

Per the European Court of Justice, the exemption that
allowed components to be RoHS exempt for DecaBDE levels
has been annulled.  These parts will now be considered
Non RoHS Compliant due to the level of DecaBDE.  3M has offered
these alternatives.  For series 3770, an alternative is series
3801.
