Change of potting material of 660 Series

Description of Change:  Some of Vishay Cera-Mite parts of 660 Series
which were potted with black epoxy in the past will be potted by a red
epoxy from now on, because black epoxy raw materials are no longer in
accordance with REACH requirements.  This has no impact on Form, Fit
and Function.
